I done exactly what you said. When I went to enable OLC GUI Special via JSGME it warned me that would overwrite some files changed by integrated orders and flotilla mods that ship with GWX2.1. i said OK. is this expected did i do the right thing?

Ooops, I missed the IO mod in your list.
You can't use IO and OLC GUI at the same time. You need to disable IO before enabling OLC GUI. Don't worry, OLC GUI already includes most of the IO features.
What's this flotilla mod you mentioned? I don't have any "flotilla mod that shipped with GWX"
