Have you tried all the above?
I distincly remember prior to some patches the crew wouldent respond untill I left map mode.
If not... guess your bugged.. hope you have a recent previous saved game. 
Just thought of one more thing... uhh you dont have time compression set to zero by chance? |
TC at 1x or 2048x, makes no diff.
Tried F2 to F12 keys, surfaced, dive, all speeds ahead or back, various courses, various degrees of rudder to port and starboard, shuffling crew around within the boat, nothing works.
