I myself have yet to experience a raid along the US east coast,but I can tell you a few things from real history,and also from a book I have called 'Iron Coffins'.
Depending what year you are in there should be very minimal air cover in the area,in fact none prior to 1943,if you look on your map that came with the game you will see that the only airbase in the area is based at Halifax in N.America.All other areas are free of air cover.
Concerning lane activity,you will also see that there are multiple lanes to and from Halifax,N.York,and a single merchant lane based at Galveston (Texas).In your case your main focus would be on either Halifax or N.York.If you dont make contact by sitting on a sealane after about 1 week make a journey for one of those ports and hammer the port itself,by conducting raids on shipping leaving for Britain.
Concerning military presence,again I am not sure just yet as I am currently leaving the port of spain myself,but if the game is accurate to history the military should be very minimal if not totally non-existent.The reason for this is because early on the yanks refused to adopt the convoy system advised by Britain,and so their ships were very vulnerable as they crossed the Atlantic.However,later on,as they realised the seriousness of their complacency they adopted the convoy system and so the military presence increased by the USA.What they used to do is sail across about half way where they would rendevous with the Brits,and then the Brits would escort the final leg.
This info is all based on real history,and I dont know how the game plays all this out,but I myself hope that it does follow this historical fact.
If you want to sink oil,and that should be a major priority why not take a trip south towards the port of spain,I have just sunk 40.000 tonnes of oil in that area.All you have to do is plug the area just north of the port and wait for the fat cows as they come and go.
