Actually,

It's a whole different design built for a different purpose.

Generally, the Sea Wolf class was built for blue water ASW and ASuW missions, while the the Virginia class was built with shallow water operations, intel gathering, SOF insertions, and land strike missions, while still retaining ASW and ASuwW capabilities. The Virginia class is the only submarine designed to be able to remain motionless at different attitudes in a current for long periods of time (months if need be). It is also built to use changable mission moduals, and was the first submarine designed completely by computer modelling.

But yes, I understand the Virginias were supposed to be 10-20% cheaper than the Sea Wolf class, but it appears that with their current production rate, they may end up costing the same or more.

All in all though, they are a very innovative submarine design.
