I may be wrong, but I'm pretty sure that it should be unzipped into the main SH3 Commander folder, not the CFG folder. There are three separate folders, and they match the same three folders in Commander.
As I said, I may be wrong, but I have them in that way and I've never had a problem.

My exact feeling. However, both the readme and the GWX 2.1 manual explicitly state:
"Please unzip the contents of this archive DIRECTLY into your
SH3 Commander\Cfg folder. You may like to backup the existing files first."
and (in the GWX manual - pag. 68 of the 2.1 version):
* Ensure you are running SH3 Commander R2.6 or greater, as prior releases are not supported.
* ...Extract the contents [of the GWX 2.1 cfg archive] into your
SH3 Commander\Cfg folder. Refer to the readme.txt in the zip file for more detailed information.
This is why I'm baffled.
