The best laid plans of mice and men can never fail as spectacularly as the "plans" of politicians.
I wouldn't count on getting the money back, and if we did get some/all of it back, it will be a net loss.
Don't be mislead by the fact that the money was used (more or less) for Iraq's rebuilding. Before it ever got there it was spent to buy votes
