Think of this like this;
If your next door neighbour wanted to borrow your Lawn Mower, I bet you'd appreciate it if he asked you first, right?. You are the one who worked in order buy it - not him. It not about policing, its just a little bit of consideration between neighbours/modders thats all mate.
Riese isnt a crazy man, he was just having some consideration.
Anyways the matter has been resolved in a nice way, its all good.
