Looking at those two statements, then that is definately your problem.

Here's what you should have, taken from SH3 + GWX 2.1:

Your menu_1024_768.ini is O.K, but Commands_en.cfg should be:

[Cmd131]
Name=Toggle_TDC_autoupdate
Ctxt=1
