Sorry for the noob question, but I do not know if it is a UBM feature or part of a mod. So, I'll ask it out.

Departing from PH, I reach Midway to refit/refuel. Then, I get as a feedback message that I have to stay four hours in port, even though I am quite far from the harbor installations, yet still in the base's effective range. Do I have to immediately stop the engines and wait the four hours before leaving, do I have to head inside the port, or neither?
