If it is 16k atmosphere you should be able to see the destroyer from the starting point in the navigation academy using binoculars/uzo etc, and should show on map, 8k will not.
If using the GWX option be careful to have the 16k atmosphere selected prior to using the mod or you will run into problems, GWX and stock are 8k by default.
