I had a big improvement on night-time visibility when I adjusted the contrast setting (and brightness) of my videocard. I lowered the contrast to minimum to make bright pixels less bright, and then made dim pixels a bit brighter by increasing brightness a bit. Some also want to change their gamma setting but that doesn't look right in my opinion.
Apart from that it is important what light environment you have around your pc. A big window during daylight, or a bright table lamp to see what keys you press on the keyboard? Avoid those as they ruin your eye sensitivity to dim light. Try to use as little additional light (other than what your monitor emits) as possible.
