I interpret this as the influence I gain as I sink more Allied ships.
The more renown, I interpret that as more influence I exert on BdU, the Kreigsmarine and der Fuhrer.
The less renown, I interpret that, especially in late-war/late-career as having used up all your favors and contacts in getting the best crew and equipment for your u-boat.
