They are promoted at sea automatically. 1-3, 4-6, 5-7 etc... You promote every fourth position in harbor.
If you watch, as their experience is gained, they will go from seaman (1) up to seaman (3) (2500/2500) then you will be able to promote to 4 when your in harbor.
