I read that because of the way a torp damaged a ship by blowing the metal both inward and outward that reducing speed was an almost immediately done. The petals of metals acted like a pump forcing water into the ship. You also had damaged control trying to plug the holes with wood shoring and you would need to reduce the pressure and flow of water as much as you could so they could accomplished their task. Water on one side of a ship caused tilting and you had to counter the flow of water by flooding on the other side.
