Honestly, this is a typical InstallShield error and all the points mentioned are the usual fixes.
Sorry for a bit of a hijack here, but whilst reading this thread I thought I'd check the pathway you list. I have three folders under that destination, each containing sub-folders and files... does my computer need burping?
