Did u noticed in the readme file ?

Finally, this utility was coded using MS Visual C++.NET, so the .NET framework 1.1 is required. The .NET framework 1.1 is available at:

this is a link to the latest v3.5 (set keys is a pretty old application)

It could be the prob.

Just checked with my old xp boot - it works with xp and vista 64bit for sure
