I can only conjecture.
Operations Monsun is specially for the UBoat game with the addon.
When you are playing US Campaign I recommend RSRDC (see sticky)
When you haven't got the newest Ops Monsun patch some DDs could have no DC racks.
But I dare to say it is a game bug. just restart game, reload and test again.
