No, make sure your "RSRDC_TMOv15_V371" folder contains only "data" and "support" folders. I seems to me your "RSRDC_TMOv15_V371" folder have another "RSRDC_TMOv15_V371" folder inside.
The structure I must look like this:
X:\Silent Hunter 4\MODS\RSRDC_TMOv15_V371\data
X:\Silent Hunter 4\MODS\RSRDC_TMOv15_V371\support
