This is a long term WIP for me based on harbour raids in GWX 2.1. The messages will take the form of:

From: BdU
To: U-boats in Mediterranean
Agents report the following in Gibraltar:
Battleship, four light cruisers, tanker, two medium cargo vessels, two small cargo vessels and three destroyers.
Defences include four armed trawlers.
