Everything depends on current monopropellant vs. electric torpedo propulsion efficiency and cost. As I see only US Navy and Royal Navy use solely chemical torpedoes. Also recent improvements in electric propulsion and especially Zn-AgO batteries capacity (see German DM2A4 fish!) suggest such cheaper solutions will be chosen over Otto-II fuel more often by majority of World navies.
