I recommend only trying to infiltrate at night and in bad weather. Once you're in, there are a load of sitting ducks and minimal defences.
In real life if i was american i would have some nets prepared for close the gap in case of harbour explosions, or mines .

Too dangerous for harbour raids , in my drumbeat operations i expend my time dived waiting the incoming ships in 150-200 meters waters.
