It depends on what programme I'm using at the time....I'm fortunate in having a variety including:
CS3
PaintShopPro x2
Picasa
Gimp
Irfanview
Snagit
Saint Paint Studio...and a few others.
The picture your referring to actually never saw a professional image editing programme but was actually touched up using Picasa:
