It's a point of view that's harsh but basically fair.
We don't know why it arrived on the market like this, but everything points to an ambitious project that was very suddenly stopped in its tracks.
Personally, these extraordinary ommisions haven't stopped me having a lot of fun with this game but it has (ultimately) deterred a lot of mod activity that would have given it a lot more of a future.
