Why "ask". From an international law point of view, America is definitely in the wrong on this one. The S-3 is a military aircraft and it has invaded airspace. If someone trepassed onto your lawn, you'll be well within your rights to demand, not only ask, for their reason here and that they leave.
And the excuse. "Navigational problems?" It is an old standby that has become cliched and sounds less plausible with each advance in navigational technology. Does the US contend that the GPS, INS, TACAN, dead reckoning ... etc all went onto the fritz at the same moment?
You'll be less insulting saying you don't give a **** about other people's sovereign airspace, which you will invade for your own convenience.
