Both mods aim at providing a better visual experience of the game, with regards to the environment: sky and sea colors, clouds, fog, ocean movement, etc etc etc. PE also adds things like submarine roll and pitch improvement, tweaked explosion effects and a few retextured IJN warships. Try them out, they're both very well done!
