Here is the whole quote from Jason in it's original context, I'm sure you'll agree it's not exactly definitive and definitely brings the truth of the information into question...

I'd imagine if they had made it into an arcade game they would bill it that way, not as a simulation/ strategy game which would be seen as a less profitable genre. That quote is also a year old so I'd tend to put more stock in the more recent previews that are popping up.
