How do I make an existing East Coast city, New Orleans, or Balboa CZ into a Naval Base where I can refuel (& re-arm) in SH4 ver 1.5 US Pacific campaign Career mode?

Eventually I want to assume command of a new boat in CT or New Orleans and sail through the CZ to Pearl etc.

Does anyone who knows care to explain how to do this please?
