The 38.9.-77.02 is the latitude and longitude of the station. It's written strictly in degrees and fractions of degrees, so 38.9 is 38 degrees, 54 minutes north of the equator. If it was south, you would need a minus sign in front.
Longitude is minus if it's east of 180 degrees. If it's west, leave the minus sign off. Note this system is backwards from the usual system of using the Prime Meridian (0 degrees), but since we're in the Pacific in this game, it's easier to use 180.

How do you get the Lat/Long of a particular position though. There seems to be no way to get the Lat/Long Grid to overlay in the Editor.
Do you get the position in game on the Nav Map or do you use real world positioning.
