I just updated to the beta version of the Nvidia drivers for 32bit Vista. Version 7.15.11.7512. Scaling is not in this one either.

Should be in 'Change flat planel scaling', which is under the 'Display' tree on the left side of the nvidia control panel.
You're not, for some reason, still using the old nvidia control panel, are you?
