There is no "Radio Room" per say, I'm afraid. Not a seperate compartment that you visit like in SH3. Something the Devs forgot/left out
But as the other poster pointed out, crewmembers with those abilities go in the conning tower. This is where Sonar/Radar was kept on US Boats.
