If you aren't using GWX, 2.0 comes with JSGME btw, right click on the JSGME installer & choose "Run as administrator" and, as others have said before, make sure that you install SH3 outside of the Program Files folder.
P.S. You may also want to disable UAC (User Account Control) in User Accounts in the Control Panel. It keeps Windows from always asking you if you want to install or run applications. It can easily be re-enabled (sp?) in User Accounts in the Control Panel. While UAC is useful as a security measure, it's a bit annoying when you want to do something simple like defragment the hard drive.
