Two options:
1. Lazy, quick and dirty (cross fingers): Disable all mods, then delete the MODS\!BACKUP and MODS\!INSTLOGS folders and all contents. Then try again and pray.

Long, but more thorough way that aims to get at the root cause: Complete the above step, then before re-enabling anything, run chkdsk with the /R switch, which checks for both bad HD sectors and file errors. Yes, it will take a few hours, but it may just reduce subsequent pain. I'd run it while I was sleeping, or at the least when not needing to otherwise use my computer. Ordinarily I'd also recommend defragging, but I see you're a regular with that.

Is that the corrupt stock file? When I check the TMO 1.5B folder, it has that file.
2. I will probably run it later on. When I booted the computer this morning, it ran a Chkdsk. It must have scheduled one from that balloon popping up last night. In any event, here is the log from that scan:
