Well im sure they feel that they cant trust us 100%. One excuse for winter war was that Finland was too near Leningrad. With modern weapons, St.Petersburg is closer that it was then, so is Northern Fleet and numerous other strategic targets. They have said openly relations would get worse if Finland joined NATO. The Finnish defence doctrine is also changed from passive to active.
