OLCE (the first version) does have 3 detail levels, plus a 4th if you download the "lowest possible detail" patch, but OLCE has been superceded now by OLCE2, which is included in the OLC Ubermod and has just one detail setting. From the reports I'm seeing in the Ubermod thread, it sounds like people aren't having any bad FPS drops with OLCE2.

Murr44, give the mod a try. AFAIK there is no other way to fix the problem other than modding, and no other mods that fix it.
