Or maybe they are aware and reporting your position. Usually if I spot one or more I'll change course to avoid them before I am sighted (hopefully my lookouts are better). For 'effect' I patrol using high-scope even though it doesn't matter in the game...

I know our orders are to conduct "unrestricted submarine Warfare" but I'd sure hate to sink a small trawler from the Netherlands by mistake without at least firing a warning shot.
Strange he wasn't flying his colors... so far I've never seen that.
