No, as Sailor Steve said SH3 Commander takes care of this. The problem being that if you set Radio Message time to something high like 1000TC, then you will often find yourself reacting to convoy reports hours after the message was recieved. So it's sort of pick your posion unless you want to go in and edit the message file or remove it completely.
