A full moon is not much different from daylight, as far as reflections go. 3.4 km might be a bit much, but you shouldn't be able to get into the convoy when it's bright and clear. As far as the game goes...?

Yes, they should, but they don't. The game doesn't have a routine for 'Decks Awash'; modders just lower the surface depth to make it work that way. Going to electrics was partly to cut down on surface noise, but also because water could wash into the induction vents. At Decks Awash all vents would be closed, to prevent flooding and to facilitate quicker diving. Yes, it's not only the partially flooded condition that gets you down quicker, but also the fact that except for the conning tower hatch everything is already buttoned up tight.
