Even with men assigned your speed will never be equal to a ship though - because they are not sliding around on a deck thats just a few feet from being submerged!
Note if you really want you can mod the load speed....

I have no slots to put personnel for my deck gun. There are only slots for personel to man my fore and aft AA guns. Is the deck gun manned by deck watch personnel?
