IIRC, in real life milk cows carried only 4 torpedos in pressurized cannisters between their pressure hull and deck. So, getting 1 or 2 torpedos would have been a treat. Milk cows provided mostly fuel, food, spare parts, medical care and some times replacement crew.
Most additional torps came from meeting u-boats at sea that were returning to port with left overs. The torpedos had to be floated between u-boats. I read a book:
Teddy Suhren, Ace of Aces: Memoirs of a U-boat Rebel which gives a pretty good discription of how this was accomplished.
Suggestion on reducing torpedos at Milk Cow: restart the game at the Milk Cow as usual and then fire all extra torps until you get the load you believe is realistic. And then begin your patrol.
