Open the Campaign_RND\LND and SCR in Notepad
Look for this section

PrecipRand=0
WindHeading=0
WindSpeed=4.000000 < Make sure not at 0
WindRand=0
WeatherRndInterval=5
If at 0 speed change all 3 files to read the same then save
