The american TDC is much more sophisticated, and the position keeper is a true jewel. However, as it happens in many things when comparing US vs. german submarines, you find again that the different purposes/doctrines caused different evolutions.
The US TDC was designed with submerged attacks in mind, and as such it relies in quick periscope sightings to refine the solution, by checking the position keeper data against the scope observations. Thus what Ducimus says is absolutely true, once the solution has been refined, the US TDC has the wonderful property of keeping you updated about where the target should be, allowing you to even fire without a periscope visual contact.
The german TDC was designed with the night suface attacks in mind, and that's why it updates the solution based in the bearing of the optical devices (UZO/Scope), and not independently.
