My friend had this problem, maybe it's same issue with you:
If you just unzip Sounds for ROW to Mods folder, it will have another Sounds for ROW folder inside of that one.
That will cause that JSGME installs mod into Main SH4 instead of data folder, which has no effect(or some weird one).
So check your main SH4 directory, and if you have folder named Sounds for ROW , then you need to reinstall it, after you remove subfolder.Proper configuration should be SH4/MODS/Sounds for ROW/data and then it will install properly.
He had same issue with RSRD.
