Or u look for skawajer's Silent 3ditor and look trough the 4in5inchDG.sim(for example) file and then u look through the nodes and chunks until u find something named firing rate and magazineammo...bla bla

Short answer: No, there is no quick and easy way to alter the rate of fire on the deck gun
Unfortunately.
Maybe one of these editors will one day make it to the point where you could just open it and have all the little options at your fingertips.
That would be great....
