In the stock game, Ahead 1/3 while submerged would put you going roughly 3.5 knots. This is too fast, for two reasons. First, it makes you easier to detect when the enemy is searching for you and second, it's quite inefficient for battery life. The default in ROW was 20% of your top speed for each throttle increment, which worked out a lot better. It also helped in the fuel economy department, because now Ahead 2/3 put you between 8 and 9 knots on the surface. The later versions of Trigger Maru change this even more.
