The speed factors are in the .cfg file for your boat and these *do* work. Lets say your boats Max Speed is reset to 20. When you open the .cfg file for your boat, you will see that Flank Speed is 1.0 and that Ahead Slow is around 0.4. Lowering the Ahead Slow factor to 0.3, 0.2, etc, will lower your Ahead Slow speed.

Let's say you are driving a VIIC that has a Max Speed (submerged) of 7.6 knots and you change it to 20 knots. To have the Ahead Slow speed stay the same as before, we divide 7.6 by 20 and multiply be 0.4 (7.6/20*0.4) = 0.152. Therefore, if we set the Ahead Slow factor to 0.15, the boat will still have an approach speed of 3 knots, just like the original VIIC boat did.

What's nice about running this way is that your actual RPMs have dropped while your boat is running at the same speed as before, making you less noticeable to the enemy. The RPM indicator dials in the control room will read the same as they did before because they are tied to the boats speed within the game - they are not really RPM indicators. But your actual RPMs have dropped and your hydrophonic noise has dropped also.
