No, just changing the speed in inspector will do it. RPM affects the amount of noise you make for the AI. While I only played with this one once, I believe it changes your acceleration factor (how fast you get up to speed

Dropping your RPM number to 99 means that your going 99 RPM at maximum speed, making you virtually undetectable to the AI at Flank Speed. Unless you run into an escort that was already actively pinging away already.

If you want to test something, push the limits to see what effect changes make. For instance, on a type VIIC, change the submerged Max Speed to 50.0 and take the boat out on a single mission - a test drive of sort. See how she handles at each of the speeds. Gang from ahead Standard to Reverse Emergency and see how long it takes you to slow down. (Changing Max Speed doesn't change the drag coefficient and you will coast much farther now.)

Then abort the mission and lower the submerged RPM to 90. Play the same mission again but be more aggressive around the escorts. Find out if they can spot you at Ahead Standard.

Then play with Eng_Power if you want.

What I'm trying to accomplish is that my submerged speed would be about 20 knots. And if I only change the speed attribute what would be my silent running speed?

I have to admit that I'm a bit lazy testing all kind of tweaks and my cpu aint that fast so it takes forever to load a mission.
