Although fine revenue is a part of government income, its proportion is so slim that, if I were the government, I would gather it in other ways or try to cut cost rather than risking drivers lives by indirectly "avocating" a bad habit

Finally, the most important thing is that, all drivers learns to follow the traffic light strictly instead of trying to circumvent it. It is the most essential part ~ education.
