Partially true.

In the early post-colonial days, able-bodied citizens between the ages of 18 and 60(?) were required to be capable of reporting for militia duty with personally owned arms. If they didn't own any firearms, they would be supplied by the state or federal government and would be required to purchase the arm from the government.
