AFAIK The Order of the Black Eagle was awarded to royalty and, occasionally, very high-ranking officers, so I'm not sure that would apply to a U-boat commander. See

There was a
Pour le Mérite with oakleaves, but apparently not even Baron von Richthofen qualified for this award, and only generals and such appeared to be eligible.
There was also a Grand Cross of the Iron Cross, but it was also reserved for the most senior generals: only 5 were awarded during World War I, to the
Kaiser, Hindenberg, Ludendorff, Mackensen, and Prince Leopold of Bavaria.
