I recognized the same thing and so I opened the [uboat].sim file (found in Data/Submarine/[uboat])with skwas Silent 3ditor

then edit:
ManBT_flood_speed
(u find this in: 8:unit_submarine ->properties->ballast)
lower the value and save it
